No, seriously, I could swear the water in this pot is getting a little hotter….

You already knew that Chicago patrol cops are planning to carry M4 assault rifles in the inner city and Springfield, Massachusetts cops plan to switch to black, military-style uniforms in the inner city in order to restore a sense of fear.

But wait, there’s more.

In Tulare County, California, the county sheriff’s office has formed a new, dedicated Gang Unit to engage in saturation patrols of the south end of town, to pull over suspicious cars (any guess on what color suspicious drivers are likely to be), get in the faces of suspect young men (any guess on what the color of those faces will be?), and generally to make sure that certain members of the public are afraid to use public spaces. By putting more heavily-armed police officers on the streets, they claim to be taking weapons off the streets. Gang Unit mouthpiece Sergeant Harold Liles says that the purpose of all this letting them know we are here, and the streets belong to us.

In Wilmington, Delaware, a new charter school is in the planning stages. It will enroll as many as 600 inner-city high school students — or rather, Cadets — for training in jobs for the front lines in the Nation’s [sic] homeland security. The Academy will require its teenaged cadets to wear uniforms, give them extensive physical training during and after school, offer homeland security training as an after-school activity, and offer a choice of vocational curricula ranging from SWAT (Special Weapons and Tactics) through prison guard, water rescue, paramedic, fireman, professional demolition and emergency response operator.

Meanwhile, in the great northwest, Montana Highway Patrol used to carry M14 rifles in the trunks of their patrol cars in case of an emergency. Soon they will all be carrying AR-15 assault rifles strapped to the front seat of the car. Montana Highway Patrol mouthpiece Jerril Ren says that For the most part, they’re trying to make them [high-powered assault rifles] more readily available to the officer and said that the higher-powered guns were necessary for now-common tactical situations.

The Palm Beach County, Florida sheriff’s office is now training and arming regular cops on the beat with AR-15 assault rifles.

Inner-city patrol cops in Miami have also been carrying assault rifles for the past few months, at the behest of city Police Chief John Timoney.

Johnson City, Tennessee patrol cops were already armed with handguns and shotguns. Now they have started a new weapons program to ensure that at least some patrol cops are carrying other, special weapons on every patrol shift. They won’t say in public what those weapons are or how many they are putting onto the streets.

The Washington County, Tennessee sheriff’s office just got a grant from the federal government to arm their patrol cops with AR-15 assault rifles.

And if you’re wondering why all these stories have suddenly hit the news so close to each other, over just the last month, in so many different cities and counties, my suspicion is that you’ve got the answer right there: the United States federal government, which spent the past 30 years or so involving itself in state and local law enforcement agencies through the use of tax-funded training, grants, and equipment sales for paramilitary SWAT teams and anti-terrorism task forces, now seems to be making use of those same grants to more heavily arm and more thoroughly militarize ordinary patrol cops on the highway, in the inner city, and in rural sheriff’s offices.

Today is May Day, or International Workers’ Day, a holiday created by Chicago workers—most of them anarchists—to honor the memory of the Haymarket martyrs and to celebrate the struggle of workers for freedom, for a better life, and for control over the conditions of their own labor. It was created during the radical phase of the struggle for an eight-hour day: after legislative campaigns by the Knights of Labor and the National Labor Union failed, labor radicals in Chicago — organizers like Albert Parsons, Lucy Parsons, August Spies — declared that workers should take matters into their own hands, in the form of direct action on the shop floor. Workers would no longer try to get an eight-hour day by promising a useful and compliant voter base in return for patronage from politicians. To get an eight-hour shift, workers would make their own: in many shops, workers in the International Working People’s Association would bring their own whistle to work and blow it at the end of an eight hour shift — at which point most or all of the workers on the floor would just get up and just walk off, like the free people they were, whether or not the boss demanded more hours of labor. At the height of the struggle, they organized a General Strike, in defiance of the bosses and in spite of repeated violence from the Law.

Today is also the third annual day of rallies, strikes and marches against the criminalization of immigrant workers. A day which immigrant workers have chosen for actions against the bigotry of nativist bullies, the violence of La Migra, and the political system of international apartheid, as contemptible as it is lethal. A day to proudly proclaim We are not criminals and We are not going anywhere, to demand the only political program that recognizes it — open borders and unconditional amnesty for all undocumented workers.

And it is a joy for me to read that today is also a day of strikes against the bosses’ war in Iraq, which will shut down all the sea ports on the west coast of the United States, as an act of defiance against the State war machine and against the worthless political opportunists who promise to end it while voting, over and over again, to sustain it:

Amid this political atmosphere, dockworkers of the International Longshore and Warehouse Union have decided to stop work for eight hours in all U.S. West Coast ports on May 1, International Workers’ Day, to call for an end to the war.

This decision came after an impassioned debate where the union’s Vietnam veterans turned the tide of opinion in favor of the anti-war resolution. The motion called it an imperial action for oil in which the lives of working-class youth and Iraqi civilians were being wasted and declared May Day a no peace, no work holiday. Angered after supporting Democrats who received a mandate to end the war but who now continue to fund it, longshoremen decided to exercise their political power on the docks.

The Longshore workers have the explicit support of postal workers in New York and San Francisco, and I hope this will be only the beginning of ongoing, widespread industrial action to end a war that political action — even after two election cycles, after hundreds of millions of dollars, after countless hours of lobbying and electioneering, after a change in government, and with the backing of an overwhelming supermajority of the populace — has proven completely incapable of ending.

This is May Day as it is and ought to be. A Day of Resistance against the arrogance and power of bosses, bordercrats, bullies, and the Maters of War, who would harass us, intimidate us, silence us, exploit us, beat us, jail us, deport us, extort us, and do anything else it takes to stop us from coming into our own. A day to celebrate workers’ struggles for dignity, and for freedom, through organizing in their own self-interest, through agitating and exhorting for solidarity, and through free acts of worker-led direct action to achieve their goals, marching under the banners of We are all leaders here and Dump the bosses of your back. A day to remember:

Meanwhile, in the news, some useless idiot is wandering around Washington proclaiming Law Day, accosting hundreds of millions of complete strangers to tell them to put on ceremonies in praise of his own power to do the beating, jailing, deporting, etc. In Istanbul, organized workers marched to Taksim Square in defiance of the Turkish government, which has declared their free assembly illegal, and which has deployed government riot cops to attack them with firehoses and tear gas. In Harare, organized workers are holding rallies today to call attention to the devastating effect of the government’s hyperinflationary money monopoly on workers’ wages—and an apparatchik of the Zimbabwean government—one of the most violently anti-worker governments in the world—is taking the opportunity to wear a concerned expression and assure that Government would at all times endeavour to make sure that workplaces were monitored through inspections to minimize hazards that might injure or kill them. (No word yet on whether the hazards the inspectors will be inspecting for include the Zimbabwe Republic Police or the Central Intelligence Organization.) We must never forget what this band of creeps and fools is doing their best to remind us of — that the State is the most deadly weapon of our enemies, and that it is a weapon that we will never be able to wield for ourselves without chaining ourselves to politics and destroying the very things we meant to fight for.

In this season and in these days, in the midst of Babel during its most raucous festival—when so much of what we see and hear are the endless shouts of professional blowhards who know of no form of social change other than political change, and who know of no site of political change other than the gladiatorial arena of electoral politics, and who seem to know of no form of electoral politics other than polling, horse-trading, and endlessly shouting about a series of nomenklatura-contrived issues, which boil down to little more than a media-facilitated exchange of racist, sexist, ageist, and authoritarian barbs among the nomenklatura-approved serious candidates—it’s important to remember that, in spite of all the noise and spectacle, the most significant events for labor and for human freedom are happening in the streets of cities all over the country and all over the world, where workers are organizing among themselves, demanding their rights, fighting for their lives, and defying or simply bypassing the plutocrats and their so-called laws. In the U.S.A., while the punch-drunk establishmentarian labor movement reels from one failure to another, some of the most dynamic and successful labor struggles in the past few years have been fought by a grassroots union organized along syndicalist lines without NLRB recognition, using creative secondary boycott tactics which would be completely illegal if they had submitted to the regulatory patronage of the Wagner-Taft-Hartley system. There is a lesson here—a lesson for workers, for organizers, for agitators, and anti-statists. One we’d do well to remember when confronted by any of the bosses—whether corporate bosses or political, the labor fakirs and the authoritarian thugs styling themselves the vanguard of the working class, the regulators and the deporters and the patronizing friends of labor all:

In Springfield, patrol cops in the inner city are going to switch to black, military-style uniforms on the streets. According to cop mouthpiece Sergeant John Delaney, the purpose of the new uniforms is in order to make sure that the cops spread a sense of fear.

The most important thing feminists have done and have to keep doing is to insist that the basic reason for repealing the laws and making abortions available is justice: women’s right to abortion.

There are many reasons why a woman might seek a late abortion, and she should be able to find one legally if she wants it. She may suddenly discover that she had German measles in early pregnancy and that her fetus is deformed; she may have had a sudden mental breakdown; or some calamity may have changed the circumstances of her life: whatever her reasons, she belongs to herself and not to the state.

Lucinda Cisler (1969): Abortion law repeal (sort of): a warning to women

To-day is the 35th anniversary of the United States Supreme Court’s ruling in Roe v. Wade, the jubilee day on which abortion laws were repealed in every state of the United States, and the United States judiciary recognized, finally, even if in a limited and limiting way, every woman’s fundamental human right to control her own body, and to exercise her rightful self-ownership, if she sees fit, to refuse the use of her reproductive organs to Man, Fetus, and State. There’s a lot not to like about the specifics of the reasoning in Roe, and it’s often frustrating that Roe is the ruling that we’ve got to celebrate, or at least defend. But if nothing else, it is worth celebrating the pro-choice feminist movement that made Roe inevitable, and which won Roe for the capstone of a remarkable, explosive struggle, over the course of just under 4 years, from the decisive beginning of the pro-choice feminist movement in early 1969, to the Supreme Court decision in January 1973. (There was a small, barely effectual abortion law reform movement before 1969; but February and March 1969 marked the beginning of the abortion law repeal movement, and also the beginning of the pro-choice argument — that is, early 1969 is when the argument shifted from the old tack of getting people to feel sorry for the poor desperate girl, to the new demand by radicalized women for their right to the determine how their own bodies will or will not be used.) The repeal movement exploded basically out of nowhere, at a time when abortion was criminalized in every one of the 50 states. Led by a coalition of radical Women’s Liberationists and radicalized ordinary women, the new movement quickly shoved aside the male experts, both reactionary and reformist, who had dominated the discourse for decades beforehand, threw out the request for piecemeal reforms (of the rape-incest-health of the mother variety), demanded instead the complete repeal of all abortion laws, and then won, first with the New York state repeal in 1971, and then with the nation-wide repeal in January 1973. That’s something to remember, and to celebrate.

Like all anniversaries, this is a good day for remembering, and for honoring. One of the things I think it is most important to remember on this day, in spite of, or perhaps because of, the way in which the occasion is attached to a legal ruling handed down by nine men in black robes, is a matter of strategy. It is all too easy to make the latest political cockfight out as the be-all and end-all of pro-choice activism; to realize, correctly, that the legal position of abortion rights is really precarious and to leap, incorrectly, to the conclusion that if Roe falls, that will be the end of it. No it won’t. The pro-life State had its guns trained on us before, and we beat it. If it turns its guns on us again, that will be terrible, but we will beat it again nevertheless. Perhaps by once again forcing the hand of state legislators or the courts. Or perhaps not. There are other ways to get it done. Here is how a group of women in Chicago took matters into their own hands, years before Roe, without the blessing of the male experts and in defiance of the man-made Law, in order to make justice for their sisters a reality.

Radical women in Chicago poured their energy into Jane, an abortion referral service initiated by Heather Booth, who had been a one-woman grapevine for her college classmates. In 1971, after Booth’s departure, some of the women took matters into their own hands and secretly began to perform the abortions themselves. Safe, compassionate terminations for a modest fee became their high calling—a model, as they saw it, for women’s empowerment after the revolution.

Leaflets appeared in the Hyde Park neighborhood of the University of Chicago bearing a simple message: Pregnant? Don’t want to be? Call Jane at 643-3844. The number rang at the home of one of the activists who volunteered to be Jane. As word spread and the volume of calls increased, the service acquired its own phone line and an answering machine, a cumbersome reel-to-reel device that was one of the first on the market. Volunteers, known inside the service as call-back Janes, visited the abortion seekers to elicit crucial medical details (most important was lmp, the number of weeks since the last menstrual period), then another level of volunteers scheduled an appointment with one of the abortionists on the group’s list.

At first the service relied on Mike in Cicero, who was fast, efficient, and willing to lower his price to five hundred dollars as the volume increased. Mike gradually let down his guard with Jody Parsons, his principal Jane contact, an artisan who sold her beaded jewelry and ceramics at street fairs and was a survivor of Hodgkin’s disease. The clandestine abortionist and the hippy artisan struck up a bond. When Mike confessed that he was not in fact a real doctor but merely a trained technician, she cajoled him into teaching her his skills. Jody’s rapid success in learning to maneuver the dilating clamps, curettes, and forceps demystified the forbidden procedures for another half dozen women in Jane. If he can do it, then we can do it became their motto.

Madeline Schwenk, a banker’s daughter who had married at twenty, six months pregnant with no clue whatsoever about how to get an abortion, moved from counseling to vacuum aspiration after Harvey Karman, the controversial director of a California clinic, came to Chicago to demonstrate his technique. Madeline was one of the few women in Jane who was active in NOW, and who stayed affiliated with the Chicago chapter during the year she wielded her cannula and curette for the service. I’d get up in the morning, make breakfast for my three kids, go off to do the abortions, then go home to make dinner, she reminisces. Pretty ourageous behavior when you think about it. But exciting.

Jane’s abortion practitioners and their assistants were able to handle a total of thirty cases a day at affordable fees—under one hundred dollars. A doctor and a pharmacist among the women’s contacts kept them supplied with antibiotics.

Fear of police surveillance in radical circles had its match among clandestine abortionists who relied on a complicated rigamarole of blindfolds and middlemen. Jane straddled both worlds. Abortion seekers gathered every Wednesday, Thursday, and Friday at a front apartment, usually the home of a Jane member or friend, and were escorted by Jane drivers to the Place, a rented apartment where the abortions were performed. The fronts and the Place changed on a regular basis. New volunteers, brought into the group by counselors and drivers, went through a probation period before they were told that women in Jane were doing the abortions. The news did not sit well with everyone. Turnover was high, from fear and from burnout, although the service usually maintained its regular complement of thirty members.

Jane lost most of its middle-class clientele after the New York law [repealing the state’s abortion ban] went into effect. Increasingly it began to service South Side women, poor and black, who did not have the money to travel out of state, and whose health problems, from high blood pressure to obesity, were daunting. Pressure on the providers intensified. Audaciously they added second-trimester abortionsby induced miscarriage to their skills.

On May 3, 1972, near the conclusion of a busy work day in an eleventh-floor apartment on South Shore Drive overlooking Lake Michigan, Jane got busted. Seven women, including Madeline Schwenk, were arrested and bailed out the following day. The Chicago Daily News blared Women Seized in Cut-Rate Clinic in a front-page banner. The Tribune buried Lib Groups Linked to Abortions on an inside page. Six weeks later the service was back in buinsess. Wisely, the women facing criminal charges selected a defense attorney who was clued in to and optimistic about the national picture. She advised them to hang tight—some interesting developments were taking place in Washington that could help their case. (After the January 1973 Roe decision, all outstanding charges against the seven were dropped.)

The activists of Jane believe they performed more than ten thousand abortions. It’s a ballpark figure based on the number of procedures they remember doing in a given week. For security reasons they did not keep records.

The repeal of the abortion laws in the United States wasn’t a gift handed down out of benevolence by a gang of old men in robes. It was struggled for, and won, by women in our own times. It didn’t take ballot boxes; it didn’t take political parties; it didn’t take clever legal briefs. It took radical women who stood up for themselves, who challenged the authority of self-appointed male experts and law-makers, who spoke truth to power, who took things into their own hands and helped their sisters, in defiance of the law, because they knew that they had a right to do it, and to hell with any law and any government that said otherwise. Radical feminists who built a movement for their own freedom over a matter of months and decisively changed the world in less than five years. It’s not just that we owe the Redstockings, Cindy Cisler, Heather Booth, Jody Parsons, Madeline Schwenk, and so many others our praise. They do deserve our cheers, but they also deserve our study and our emulation. They did amazing things, and we — feminists, leftists, anti-statists — owe it not only to them, but to ourselves, to honor them by trying to learn from their example.

Here’s a funny prank, courtesy of a cop in a southwestern suburb of Chicago. Try it on your friends. If you screw it up, you can still count on the mayor of your city to get your back. Provided that you’re a cop, of course.

TINLEY PARK, Ill. (STNG) — The owner of a Tinley Park pizza joint is seeking $2 million in damages from the village and a Tinley Park police officer who allegedly Tasered him this summer, sending the restaurant owner into convulsions and causing him to bite off a piece of his tongue.

Alexander Mendez, who with his wife owns Guardi’s Pizza and Catering, 16711 S. 80th Ave., filed a lawsuit Thursday in the federal court. The couple said Officer Joseph Vega shot Mendez in the head and shoulders with a Taser gun as part of a failed prank last June.

Police Chief Michael O’Connell referred questions about the incident to village administration. Mayor Ed Zabrocki said the Taser shot was an accident and all Taser guns were recalled after the incident.

Vega was disciplined for taking the Taser gun out of his holster, Zabrocki said. Zabrocki said attorneys advised him not to provide any more details.

According to the lawsuit, about 9 p.m. June 15, Vega came to Guardi’s and ordered pasta salad. When Mendez walked into the cooler to get the food, Vega asked Mendez’s wife if she wanted to see Vega scare her husband. She said “no,” according to court documents.

Then, Vega allegedly pointed the gun at Mendez’s head and fired, causing the prongs to stick to Mendez’s right temple and collarbone. Mendez went into convulsions and later became unconscious. He also bit off a piece of his tongue, the lawsuit said.

Vega is accused of immediately removing the Taser prongs, which caused Mendez to bleed profusely. Vega then called for back-up, and a supervisor and two detectives showed up and confiscated bloody towels, Mendez’s bloody glasses, the Taser prongs and the video surveillance equipment in the restaurant, the lawsuit claims.

Cops in America are heavily armed and trained to be bullies. They routinely force their way into places they have no business being, use violence first and ask questions later, and pass off even the most egregious forms of violence against helpless people as self-defense or as the necessary means to accomplish a completely unnecessary goal. In order to stay in control of the situation, they have no trouble electrifying small children, alleged salad-bar thieves, pregnant women possibly guilty of a minor traffic violation, or an already prone and helpless student who may have been guilty of using the computer lab without proper papers on hand. They are willing to pepper spray lawyers for asking inconvenient questions and to beat up teenaged girls for daring to give them lip over cleaning up spilled cake or being out too late at night. Whenever they are caught using harsh enough violence against someone who is so obviously innocent or helpless that the media takes notice, police administrators will wring their hands, say something noncommittal, make up some lies as possible excuses for the assault, promise an investigation, find that Official Procedures were followed, and then do nothing at all. Meanwhile a chorus of sado-fascist bully boys will reliably cheer the pigs and smear the victim in print media, talk shows, and the Internet. Both administrators and freelance police enablers freely employ the most tortured sorts of necessity excuses, in what seems to be a deliberate effort to obliterate any notion of restraints on the use of force in securing police objectives. Then they will sanctimoniously explain how cops need to be able to beat the hell out of you with impunity so that they can protect you.

For example, when the cops in Chicago aren’t too busy running elite criminal rackets, they have found another way to serve and protect the public: by forcing their way into an 82-year-old black woman’s apartment, and then grabbing a taser and serving and protecting the hell out her.

As shocking as it is that a Chicago Police officer Tasered an 82-year-old grandmother during a wellness check, it’s even more disheartening that so many of our readers believe the police action was appropriate.

By late Tuesday, 7,967 people had responded to the Chicago Sun-Times Web site poll question:

Should cops have Tasered an 82-year-old?

Sixty-three percent responded no.

But 37 percent, or 2,940 people voted yes — Lillian Fletcher, the elderly and mentally-ill grandmother who was Tasered by police who burst into her home, should have been Tasered because she was wielding a hammer.

That’s scary.

Mind you, Fletcher had not broken any laws, police were not executing a search warrant, and the elderly woman had not been threatening neighbors with the hammer. In fact, she didn’t grab the hammer until officers forced their way into her garden apartment.

After the Tasering, Fletcher, who suffers from dementia and schizophrenia, was hospitalized for five days and may have to undergo surgery for fluid on the brain.

Instead of condemning the police action, many of the people who shot me an e-mail blamed the elderly woman’s family for the fiasco.

What about the family that left their mother home alone knowing she had all these issues, said Dave M. Put the blame where it really belongs: on the family. Why don’t you stop by and visit good old granny and when she starts swinging a hammer at you just take your beating and give her a hug.

Well, Dave M., I did visit Fletcher at her home on Monday night, and she didn’t pull out a hammer. You know why? I didn’t push my way into her home. I rang the doorbell. When she ushered me into her kitchen and invited me to sit, I sat. And when our chat was over, I put on my coat, said Good night and made sure she locked her door behind me.

In other words, I respected her space — something police didn’t do.

As for her family, they aren’t the triflin’ people some of you are depicting. In fact, if anyone is to blame for what’s happened, it would be the city’s Department of Aging.

Fletcher, who can be belligerent, told a caseworker to go away. But instead of leaving, the worker called the police, and officers treated Fletcher like she was a criminal.

So Ms. Fletcher decides that she doesn’t want a nosy social worker in her apartment and tells her to go away. Said professional busybody calls the cops on her so that they can force their way into her apartment against her will. When these armed strangers come breaking through the door, she naturally tells them to get out and tries to protect herself. So they knock her down with an immobilizing and painful electric shock. and hurt her so badly that she has to spend five days in the hospital. Normally, if armed strangers went busting into an apartment against the tenant’s will and then protected themselves by tasering their outraged victim, it would be called breaking and entering and assault and battery. But because the armed strangers are cops, and because their victim could safely be dismissed by the powers that be as old and black and crazy, this is called a wellness check. Apparently, it was necessary to taser the old woman in order to save her.

Since this story first hit the Chicago media, Mayor Daley feels embarassed, but won’t say anything bad about the cops who did it. He assures us that The Matter Will Be Investigated. Meanwhile, Alderman Isaac Carothers, the chair of the city council committee dealing with police matters, has this to add:

It’s very unfortunate that it had to result to that, but I certainly understand. I’m pleased that they decided not to shoot her and they decided not to tackle her and that they didn’t use the night stick, which may have been options if someone is swinging a hammer at you.

Well, yes, at least the pigs didn’t shoot her while they were at it. That’s mighty white of them.

It remains to be seen what, if anything, will happen to these cops. The Fraternal Order of Pigs, as usual, has their back. There’s an investigation going on by the so-called Office for Professional Standards. But somehow I wouldn’t be surprised if not a damn thing comes of it.

Which is precisely what happened in another case over in Pittsburgh, where a black 29-year-old man was tasered while he slept in his own home. He got in late and forgot to disarm a security device on the house, which issued a silent alarm to the police department. The cops showed up, found him asleep on the couch, surrounded him, jabbed a taser into his back, and shocked him while he was still asleep.

I felt a lot of voltage going through my body, Mr. Hicks said recalling the events of that late July weekend. That’s what woke me up.

Jumping to his feet, Mr. Hicks was aware of an intense sensation between the shoulder blades of his 150-pound body. It didn’t stop there. His whole body felt as if it were on fire.

When his eyes finally adjusted to the light, his heart skipped yet another beat. Two North Braddock police officers, Gerard Kraly and Lukas Laeuricia, were standing in his living room. To this day, Mr. Hicks still doesn’t know which is Kraly and which Laeuricia.

The shorter of the two officers did most of the talking. His mustached partner was a burly over-6-footer in his late 30s or early 40s. He held the Taser, the prongs of which were sticking in Mr. Hicks’ back.

The polite family newspaper version of what Mr. Hicks said in response to being electrified translates roughly as What’s going on here?

The shorter cop, whom Mr. Hicks remembers as blond, asked him to calm down.

The officer said that North Braddock police received a call from the security company monitoring Mr. Hicks’ home. They believed a break-in was in progress.

The cops had entered the home, turned on the light and found Mr. Hicks asleep on the sofa. If they identified themselves or ordered him to get up, Mr. Hicks said he did not hear it. He said he wasn’t aware of their presence until he was shot in the back with a Taser.

According to Mr. Hicks, the cops were skeptical. How do we know that you’re who you say you are? the shorter of the two cops asked.

At that point, the cop holding the Taser squeezed the trigger, sending Mr. Hicks into paroxysm of agony. It was not a short jolt like the first one he received. He fell to the floor. His screams woke the neighbors.

What do you want? Mr. Hicks asked. Please stop [shooting] me. The shorter cop helped him to his feet. Swaying unsteadily, he offered to show them his identification. They searched him and found his wallet. After inspecting it, they threw the wallet on the coffee table.

I told you I lived here and that I’m the legal resident, he shouted, believing he finally had justice, common decency and the angels of heaven on his side. A staff member at the African-American Chamber of Commerce of Western Pennsylvania, Mr. Hicks counts himself on the side of the law-abiding citizen.

The cop with the Taser squeezed the trigger again, anyway. Mr. Hicks flapped his arms wildly, but didn’t fall. All he could do was scream loud enough to be heard all over the Mon Valley.

After removing the pellets from his bloody back, the cops handcuffed Mr. Hicks and led him out his front door to a police van. They did not read him his rights, Mr. Hicks says. The back of his shirt was soaked with warm, sticky blood.

Meanwhile, cops from six neighboring boroughs searched the house for other burglars.

Mr. Hicks’ mother, Arlene, arrived just as her son was being escorted out the door. She had Mr. Hicks’ 11-year-old daughter and a niece in tow. Why are you arresting my son? she asked. The taller of the two cops answered that he didn’t have to tell her anything.

When Mrs. Hicks persisted, he said her son was being arrested for being belligerent.

In the van, Mr. Hicks said he told the cops he needed medical attention. He says they told him he would wind up in county lockup if he insisted on it. Never mind, Mr. Hicks said.

Mr. Hicks sat in a holding cell until 5 a.m. The cops returned. We’re not filing charges, they told him. You’re free to go, but if you get into trouble in the next year, we will file charges.

Mr. Hicks staggered into the parking lot and began walking the 10 minutes to the Braddock hospital, refusing another officer’s offer of a ride home. He was examined and released that morning. Mr. Hicks filed a detailed police complaint the following Monday, but the case didn’t come to public attention until the New Pittsburgh Courier’s front-page story last week.

So once again, a gang of armed strangers break into a house in the name of protecting the people living in it from a suspected burglar. They taser first and ask questions later. They blast a completely innocent man — one of the people who they were supposedly showing up to protect — with a painful shock electricity while he is sleeping. While outnumbered, physically overmatched, and with a taser still jabbed in his back, he gets a bit upset, demands to know what is going on, and explains that he lives in the house they are supposedly protecting; they call him a liar and shock him again. After they find his wallet and confirm that he is, in fact, a legal occupant, they shock him again, arrest him for getting uppity, refuse him medical attention, and then give him a sanctimonious lecture not to get into any trouble. And because this gang of thugs were uniformed cops, and because the man they were protecting the hell out of could be dismissed as black and belligerent, precisely nothing has happened. There was no investigation at all until the media publicized the story months later. Last week the local D.A. announced that no charges would be filed against Gerard Kraly or Lukas Laeuricia. Another bunch of area cops Investigated the Matter and decided that there was no criminal matter to be pursued.

Shawn Hicks is planning to file a civil suit over the abuse. I hope that he sues the pigs personally and takes them for everything they’ve got. Unfortunately, if a suit is filed, what will probably happen is that the city government will settle the case out of court, then send the bill to a bunch of innocent taxpayers, while the thugs Kraly and Laeuricia will keep on terrorizing innocent people in the name of public safety.

If you’re baffled that cops could get away with these kind of outrages, it may help to remember that in a lot of American cities, there is no such thing as a civil police force anymore. What we have would be better described as thuggish paramilitary units occupying what they regard as hostile territory. Here as elsewhere, they are going to serve and protect us, whether we want them to or not, and if we don’t like it then they’ve got plenty of guns and clubs and cuffs and 50,000 volt human prods in order to make sure we get good and protected anyway.

Gangsters in Blue

A violent gang has recently been taken down in inner-city Chicago. Specifically, the city police recently decided to disband the Special Operations Section, a roaming squadron of over 100 cops which was created to fight inner-city gang crime and drug dealing. Problem is that the narcs themselves ended up running the most tightly organized, heavily armed, corrupt, and powerful racket in the neighborhood.

After weeks of worsening revelations about the Chicago Police Department’s elite Special Operations Section, a beleaguered interim superintendent finally pulled the plug Tuesday, disbanding the scandal-plagued unit and sending most of its officers back to more strictly supervised assignments.

The recent incidents of police misconduct, which include charges that SOS officers robbed and kidnapped people, and that one accused officer plotted to murder another, have been disheartening and demoralizing, especially for officers who serve honorably every day, interim Supt. Dana Starks said Tuesday at a news conference called to announce the abrupt disbanding of SOS.

… Once touted as one of the department’s most nimble and aggressive weapons for fighting street gangs, SOS has produced one black eye after another for the city and Daley’s administration over the last year, and especially in the last several weeks.

The units at the heart of the scandal were involved in street policing, rooting out gang and drug crimes in the roughest parts of Chicago.

… In August the Tribune revealed that the U.S. attorney’s office had joined the ongoing state probe that already had led to charges of robbery and kidnapping against seven officers in the unit.

Just weeks later, the FBI raided the home of Officer Jerome Finnigan, the alleged leader of the accused cops who was free on bail, and charged him with plotting to murder a former SOS officer who had begun aiding investigators.

Two days after the charges were announced, the Tribune published a video of SOS officers—including Finnigan— raiding a Southwest Side bar in 2004 and searching its patrons. The video contradicted the arrest reports and raised constitutional issues about the legality of the raid, in which arrest reports allegedly were falsified and victims said police robbed their homes while they were in custody.

At the end of last week, the department stripped three more officers of their police powers over the incident, and others were under investigation.

In joining the probe, federal investigators have focused not on the original alleged crimes, but on what commanders in SOS, and higher up in the department, may have known about the rogue activities. The Office of Professional Standards and the Internal Affairs Division had fielded numerous complaints about Finnigan and the other officers over the years but they were still on the street before prosecutors concluded their own investigation and brought charges.

… The SOS scandal has brought a growing chorus of questions about the quality of police oversight in the city. The scandal was part of the impetus behind Daley reorganizing the Office of Professional Standards during the summer. And aldermen are fighting the city over documents showing which officers have the most excessive force complaints, a list that is top-heavy with SOS officers.

This isn’t the first time that an elite anti-gang unit in the Chicago police force turned out to be engaged in organized crime as much as the gangs it was supposedly combating. The same damn thing happened only seven years ago:

It is not the first time in recent history that a corruption scandal has led to the disbanding of a special unit. In 2000 the Gang Crimes Section was disbanded after federal authorities charged Officer Joseph Miedzianowski with using gang members to run his own drug distribution ring. The FBI called Miedzianowski, now serving life in prison, the most corrupt cop in Chicago history.

When Gang Crimes was disbanded many of the officers in the unit, including Finnigan, were assigned to SOS.

So what do you suppose they are going to do now that SOS has been busted up?

Well, this is the government that we are talking about, and these are cops. Nobody in government ever gets fired, and nobody on the police force ever even gets blamed, unless and until they get indicted. So what’s going to happen is that are going to do the same goddamned thing that they did in 2000 and transfer the thugs from SOS over to yet another elite unit that does the same goddamned thing:

Some of the more than 100 SOS officers to be reassigned will join the Targeted Response Unit, which does similar work hunting guns and drugs in gang-infested areas. …

But SOS also included other specialized teams, including the SWAT team, marine, K-9, animal abuse and critical response units. Mounted patrol, a helicopter unit and officers trained to protect visiting dignitaries also were part of SOS. Those units are being reorganized into the newly named Special Functions Group, Starks said.

Somehow I expect that in about seven years or so the city government will once again be shocked! shocked! to learn that corruption and violence have pervaded the Targeted Response Unit or the Special Functions Group, which will be disbanded forthwith in favor of yet another identical unit under a different name.

The Southside clergy go counter-economic: Over My Shoulder #37, from Off the Books by Sudhir Alladi Venkatesh

Here’s the quote. This is from Chapter 5 of Sudhir Alladi Venkatesh’s recently published book on the underground economy in the Southside of Chicago, Off the Books: The Underground Economy of the Urban Poor.

When Mayor Richard J. Daley died in 1976, Chicago’s black leadership saw clearly an opportunity to mobilize for greater electoral power. Their hope was fulfilled in 1983, when African American congressman Harold Washington was elected mayor of Chicago. A victory for African Americans, Latinos, and progressive whites, Washington’s election was also a clear indication that the political machine now dominated by whites could be effectively challenged. In the first flush of victory, churches buttressed a powerful citywide organizing initiative, built around voter education and registration and led by progressive Chicagoans, that helped defeat the machine candidates. Black clergy labored to enfranchise the black community; this movement—as its leaders liked to call it—spanned all levels, from the grassroots to the middle and upper class. Temporarily, at least, it appeared that Chicago’s South and West Side black communities were politically unified and in line with liberal whites to successfully deflect the white vote.

A different and largely ignored outcome was the effect of Washington’s political mobilization within poorer communities like Maquis Park. Johnnie Xavier’s Milky Way description seems like an exaggeration. His view that black leadership continually capitulates to predominately white machine bosses does not make total sense, particularly given that the city had just elected an African American to the city’s highest office. However, black clergy had not been key spokespersons for African American interests. Political unity among black leaders did not necessarily mean political parity. There remained an enormous gap between the cathedrals and the storefronts in terms of their capacity to procure resources and effect social change. As with all political movements, in the efforts to elect Washington, there was a double-edged quality to the organizing initiative: namely, either join or be cast aside. One scholar writes, In Harold Washington black people had drafted a standard-bearer with the credentials and progressive orientation to be their candidate for mayor. Community leaders from all sections of Black Chicago were forced to keep step with this new electoral upsurge or be cast aside. At the least, one must conclude that Johnnie Xavier’s candy bar analogy proves accurate in its allusion to the persistence of some long-standing cleavages within the black clergy.

In the campaign itself, some of the disparities among clergy could be discerned. At one point, Xavier and Wilkins met with Minister Brantley Martin, perhaps the most powerful member of the Maquis Park clergy. Martin had the capacity to mobilize thousands of voters, and it was rumored that if Washington won, Martin’s success in getting out the vote would be reflected in an appointment as a high-paid city commissioner and numerous contracts for firms owned by his congregants. Xavier and Wilkins said they threatened Martin, telling him that they would take the votes of their congregants to another candidate if they were not told exactly what they would receive in return for supporting Washington. Martin recalls what happened when the two walked into his office:

I told them if they took their votes away, I’d see to it that they couldn’t stay in the community no more, said Martin. Simple as that. I would perceive their behavior as a destructive force, no more, no less. They were injuring the livelihood of the people who walked into their place every day for help. That’s how important the Washington campaign was for black folk.

That’s a pretty amazing statement, particularly from a member of the clergy, I said.

You wanted the truth. These guys just didn’t trust anybody. I mean, I gave them hundreds of dollars. I sent my people over to fix their church, I bought them a new roof. I mean, to come in here and say I was not helping them. I had had enough.

The storefront clergy’s awareness of their limits relative to the preachers with larger congregations may not always have been displayed so dramatically, in such direct confrontation. It could simply have manifested itself in differences in perceptions, with powerful people understanding fairly clearly what Washington’s election could bring about and the grassroots clergy being only cautiously optimistic. A director of a storefront church in the eighties, Pastor Barnes, said, It was just that you knew everyday that you were hoping that you would get something for what you were doing. Those guys never worried, they always knew what they were getting.

Ultimately, it would be Harold Washington’s death, in 1987, that showed just how fragile political relations were among Chicago’s black stakeholders. His passing shed light on who might be cast aside if viewpoints became too difficult to reconcile. But even as Washington came into power four years earlier, it was possible to discern signs of discord, or at least differing and perhaps irreconcilable perspectives, within the black leadership. Part of the fragility arose from the movement’s having been built around Washington’s charismatic power as mayor—he was famously able to quickly mend cleavages as they arose—rather than through a more deliberate attempt to inculcate leadership and participatory democracy at all levels, so that the death of a leader might be survived by the appointment of a successor. As William Grimshaw has observed,

concern with elite self-interest points to the basis for the inability of the Washington coalition to survive his death. Washington’s inclination was to win over opponents rather than to exclude and punish them in the machine tradition… Washington’s reforms were not institutionalized as much as personalized. When he died, therefore, the reforms were put in jeopardy and promptly undermined by the very elements he had tolerated and left in place.

The tenuous nature of such alliances was reflected in the black clergy. Churches that brought out the black vote for Washington were a varied lot, with differences in denomination, political orientation, size, and relationship to local residents. They may have been unified in their response to racially based discrimination, but their interests could diverge considerably. Those in poor communities struggled with unemployment, poverty, and drug addiction in a way that black middle-class churches did not; conversely, the black middle class now demanded a fair share of city patronage and contracts, two issues that were very low on the list of priorities of an unskilled, jobless population living in substandard housing.

An important subgroup within the Southside black clergy were those who felt unable to advance their concerns in the Washington administration. Pastor Wilkins’s feelings represent frustrated clergy in Maquis Park who, after Washington came into power, grew at odds with him.

We said [to him], We need jobs, we got people with drug problems, we got people who need help, who need housing. What we got back, and I mean this is coming from black folk! We were told, We have to be careful because we can’t be seen as the poor people’s mayor. On one side of their mouth, they were for the people, but they were afraid to give the people what they wanted, because they would look soft. Giving of your heart. If that’s soft, then the Lord is soft. It was very frustrating not to get money for places to help people with their problems.

Father Michael Wilson, a white Southside progressive priest who supported Wilkins, remembers that eventually a segment of mostly black grassroots and storefront clergy began splitting off from the Washington agenda. Wilson deemed their return to servicing communities with noncity resources the embrace of a self-help agenda.

I really felt for Pastor Wilkins, Brother Patterson, Minister Hortons, and those folks. See, when Washington was mobilizing, you had a real neat group of what I will call grassroots and storefront ministers, priests—basically preachers who were really at the roots of the African American community. Daley never gave them attention, and, for that matter, neither did their own leadership. They did things for themselves, they responded to people with very minimal resources. Washington’s election was going to change that, at least that was the public promise made to them: he was going to build housing in those poor areas, he was going to give schools better classrooms, more medical clinics. But really, none of that happened, or at least not enough. So Minister Hortons, well all those people really, they all went back to helping themselves. Self-help I call it, because they must be given the credit for working by themselves with very tough problems around poverty and addiction. And then, then the gangs came, and well, you know the rest. I mean after that, that’s when you really had a separate, disenfranchised group. And I don’t mean just the people, but also the clergy. That’s when hope dissolves, when the clergy are not brought into the center.

When asked about his own view of ruling black leaders and the turn to self-help, Pastor Wilkins recalls a pivotal meeting in 1986 that he convened with clergy who were much closer to Mayor Washington—the so-called big preachers who were generally thought to be the most powerful figures in the Southside black community. Along with Brother Patterson, Johnnie Xavier, Minister Hortons, Father Michael Wilson, and others, he approached the big preachers—Minister Kevin Ashland, Minister Brantley Martin, Pastor Harold Brusser, and Reverend Calvin Lamar—to forewarn them of increased social problems in the black community. We asked them for specific kinds of help, Wilkins recalls. Brother Patterson, who joined in the conversation, listed the demands.

I can remember it like it was yesterday, said Brother Patterson. Down in Woodlawn, at First Baptist, sitting across a long table, like we was coming to the altar! The five [big preachers] sitting there, stone-faced, look like they lost even their hearts. We said, help us build housing, help us get medical care, help us stop police from beating on us like we were dogs, help the soup kitchens because we have homeless, meet with the gang leaders and hear what the youth are saying. What else, I can’t remember?

Then, Pastor Wilkins continued, They told us they were not sure what they could do. That’s when I realized we had a whole new boss system in Chicago. Black preachers! It was like being down South. They got what they wanted, wasn’t interested in helping everyone. Just taking care of themselves. That’s when I threw up my hands. I knew then, I knew then…

What he’s trying to say, Brother Patterson interrupted, is that that’s when we knew we were doing the right thing, but that we were going to be alone. Like we were before Washington came. There was nobody who was going to hear these cries. No one was really going to take that hard look, in themselves and in the community, seeing what was going on. That’s when we all got back together and said, Okay, let’s just do this, do it with our hearts and what we have. ‘Cause we ain’t getting no more, at least not from these so-called preachers.

The outcome of the meeting, according to those present, was that Wilkins and his colleagues realized that they would not be able to call on the mayor to address their constituents’ needs. What Brother Patterson calls the big-ticket items in Maquis Park, like high unemployment, gang crime, and housing shortages, were not going to improve appreciably in the immediate future as a result of rising black power in City Hall. But it was not entirely clear that the preachers’ alternative self-help program would be a viable means of addressing community concerns. In fact, there was no such self-help strategy in place, says Pastor Wilkins, only a feeling that whatever was going to happen was going to be coming from us—but no one knew what to do. By the mid-1980s, the only clarity the preachers had achieved was the recognition that City Hall would provide them only limited help.

The view from City Hall did not necessarily coincide exactly with the perceptions of Wilkins, Barnes, and the other modest Maquis Park clergy. Bill Owens was a senior advisor for Mayor Washington, in charge of liaising with Southside Chicago communities. He says that many of the storefront clergy could not adequately articulate their demands; they were angry, and even when they discussed specific issues like unemployment, their demands were abstract (Deal with the youth who are unhappy and turning to gangs) rather than rooted in specific programs, and therefore were not helpful to the city administration.

They would come into my office and start spouting on about how the community was going down the drain. Crime, gangs, drugs, people dying. And then they’d say that Harold Washington was responsible! They would just moan and never say exactly what they wanted. I’d say, okay, we’ll get you each ten jobs for the summer for kids. They’d say, Ten is nothing, we have thousands of people who are hopeless. I’d say, true, but let’s reduce that by ten and then we can move on.

Owens went on to say that the smaller clergy often lacked the organization to receive assistance from the city. They did not have a staff and did not have the capacity to build affordable housing (which the city might fund). Some did not have a charter or were unincorporated, so they were unable to receive money from many external parties, like foundations, charities, and city departments that contracted with local organizations to provide social services to families.

Minister Kevin Ashland, one of the big preachers and a critic of Pastor Wilkins at the time, openly described the hostility of the powerful religious bosses toward Wilkins and other storefront clergy members. In particular, he points to one of the specific self-help initiatives the storefront clergy developed to reduce crime: instead of working with police, around 1985, he says, the grassroots ministers worked directly with gangs and other criminals to solve crimes and restore order.

Black people in Chicago, then and now, have only been as powerful as the preachers around them. You know what political bosses are, right? Well, we were religious bosses. There were probably ten of us on the Southside, maybe two or three in Maquis Park. I fought long and hard to get at the table, I could do things for my parishioners: I could call the mayor and say, We need more money for this school, we need a new traffic light. These are not small things. Did the other ministers need to get our permission before they went and got in the mix with the gangs? Well, some would say no. I would have hoped that we would have been consulted, at the very least, because, well, there are consequences.

If you’re working with a beat cop, then I can’t work with him—or his commander. If you’re helping gangs smooth out their business, I can’t get the police to get them to stop. There are consequences. The white folk downtown, all they see is that there’s some crazy preacher trying to help gangs deal drugs or pimps get money from their prostitutes. Now we were trying to control what information got out [of Maquis Park]. We didn’t want to hurt our own ability to get things done. And I don’t know if there weren’t long-term problems. You help the gang leader, he becomes more powerful. Then what? He’ll kill you.

But what about the argument that you [religious bosses] were not doing anything to help people day to day? I mean, didn’t someone have to help keep order?

I’d call what they did messing about. And you see what happened. We grew apart for many years. A lot of the friendships? Well, they can’t be repaired now. And who was hurt? The people. For many years, all these preachers, if they wanted something, it’s the gangs they call, not us. Now the gangs are in jail and they’re calling us. Of course, we’ll help, but not all the time, and not without some recognition of what they did. So that’s what I mean when I say there were consequences. There’s a real divide now in the community. I’m a man of faith, but I’m not so sure it can be healed.

Ashland’s link between the clergy and street gangs points to some of the long-term consequences of the kind of self-help being developed by Wilkins and other storefront clergy. Namely, in terms of the kinds of issues they were taking up, there was a chasm growing between those at the elite churches and those working at the grassroots. As a result of citywide political transformations, a social cleavage in the black clergy had risen beyond the level of backroom griping. Pastor Wilkins and his colleagues were losing hope that participation in the Washington movement would bring about desired improvements in quality of life for local residents.

As a consequence of the meeting, the grassroots and storefront ministries perceived that their work must be supported without resources from the now black-controlled city administration. Effectively, this meant they would have only limited access to city and state funds. They also could not build on patronage jobs as vehicles to increase donor contributions. And they stood little chance of reaching black middle- and upper-class supporters of religious causes; these patrons had risen in number and stature as a result of Washington’s mobilization, but they typically aligned with the larger Maquis Park churches that were embedded in the Washington coalition. Consequently, in 1987, at the height of the Washington administration, the preachers’ focus had grown inward. This meant that they were increasingly attentive not only to local issues, but also to local sources of manpower and funds as opposed to external resources from the municipal, civic, and philanthropic community. In an economically depressed Southside region, this meant a closer relationship with the underground economy.

¡Sí se puede! The CIW wins a groundbreaking wages and conditions agreement with McDonald’s

Victory to the Farm-Workers!

The Coalition of Immokalee Workers has scored another major victory in their ongoing campaign to improve wages and conditions for Florida tomato-pickers.

McDonald’s USA, the largest fast-food burger business in the nation, Monday reached agreement with a Florida farmworkers organization to pay about 75 percent more for the tomatoes it buys from state farms.

According to McDonald’s and the Coalition for Immokalee Workers, which waged a two-year campaign for the increase, laborers who now receive 40 to 45 cents for a 32-pound bucket of tomatoes will earn about 72 to 77 cents for that measure, a 1 cent per pound increase.

The company said the hike would not cause it to raise its prices at the counter.

The workers coalition said the agreement would affect between 1,000 to 1,500 workers who labor for several Florida tomato growers. It is the second major victory for the farmworkers - similar to a pact reached in 2005 with Yum! Brands, the owner of Taco Bell and other fast food chains. That agreement, according to the coalition, affected about 1,000 workers

This is a very good day for us, Julia Perkins, a spokeswoman for the coalition, said Monday. What it represents is a glimmer of hope that things can change across the country, with Burger King, Wal-Mart and Subway too.

Those chains also are large buyers of tomatoes, and the coalition is pressing them to raise payments to tomato pickers. The farmworker organization announced that the next company it will target for higher wages for pickers is the arch rival of McDonald’s, Miami-based Burger King.

Lucas Benitez, leader of the farmworkers coalition, was participating in a protest caravan heading for the corporate headquarters of McDonald’s in Oak Brook, Ill., near Chicago, to stage demonstrations when the agreement was reached. He said he would continue the caravan.

When we get up there to Chicago we will announce the good news of the agreement with McDonald’s, he said.

Farmworkers are some of the lowest paid workers in the country. According to Perkins, before the Taco Bell agreement, wages for tomato pickers had hardly moved in 25 years.

Taco Bell, which resisted the coalition demands for about four years, was the object of a nationwide boycott until it reached its agreement. During the boycott, several universities ordered Taco Bell franchises on their campuses to close their doors.

No boycott had been called yet against McDonald’s. Perkins said the campaign had included some picketing outside McDonald’s franchises, a letter-writing effort and meetings on university campuses and at churches. But she made it clear that the campaign had been heading toward a possible boycott.

Yes, it was looking like the campaign was going to get more aggressive, she said.

Perkins said the details of the agreement had not been completed, but she expected it to work much like the Taco Bell pact. She said that Taco Bell pays the extra penny per pound directly to the workers, who receive a separate, second check — a bonus check — for those Taco Bell tomatoes.

She said the increase did not represent a 75 percent increase in total wages for pickers because many of the tomatoes they pick are destined for other buyers who have not agreed to the increase.

But it can make a difference of 15, 30 or even 100 dollars per week for some workers depending on how many of the tomatoes are heading for McDonald’s, she said.

Benitez said the McDonald’s pact, like the Taco Bell agreement, will ensure that all workers picking McDonald’s tomatoes also will have their human rights and civil rights respected and that a system for protesting workplace violations will be instituted between the coalition and McDonald’s.

Benitez identified three growers the pact would affect: Six L’s of Immokalee and Pacific Tomato and Taylor & Fulton, both of Palmetto.

The CIW isn’t done yet. Taco Bell held out for four years of a long and bitter struggle; the CIW won with McDonald’s after two years of low-intensity pressure that was about to be stepped up into a major campaign. They have already begun to organize their next campaign — to bring Burger King into a similar agreement — and every victory that they win will make the next one faster and easier than the last.

While establishmentarian unions in the AFL-CIO and Change to Win [sic] are fighting (punch-drunk) for their very survival, and begging the political class for yet more government protections, the CIW has won agreements with two of the biggest corporations in their industry — first Yum Brands (owners of Taco Bell) and now McDonald’s — with no government privileges to wield and with members speaking several different languages, organizing across barriers of culture and nationality, amongst workers who are constantly moving and who are amongst the poorest and most exploited workers in the United States. But they’ve won precisely because they aren’t restrained by the smothering patronage of government-approved labor relations: without government recognition, there are no government strings attached, and that has allowed the CIW to make use of fight-to-win tactics — such as secondary boycotts — that are simply illegal for NLRB-recognized unions to use. This win is, in other words, another inspiring example of the real power of wildcat unionism and creative extremism.
